Reedy Creek Improvement District (RCID) is the immediate governing jurisdiction for the land of the Walt Disney World Resort. The district is responsible to oversee land use and environmental protections and provide essential public services.

As a public entity, Reedy Creek has always been able to access annual Motor Vehicle Records (MVRs) through the State of Florida at no cost. After a sudden change in the reporting program used to process MVRs, the district was prompted to find a more effective solution to monitor their drivers.
